Getting started
How do I start?
There are two ways in:
- There is no group in your area. Då you apply to start one. You become the group administrator.
- En granne har redan startat en. Ask for the group code and join, or wait for the personal link the administrator sends you.
What is the QR code and how do I use it?
The square with the black and white pattern. Here is what to do:
- Take out your phone and open kameran — the same app you take photos with.
- Hold the camera up to the square, about twenty centimetres away.
- After a second a link appears at the top or bottom of the screen. Tap it.
You need no app and should not take a photo. If it does not work, type the web address printed next to the square instead — it leads to the same place.
What does it cost?
Nothing. There are no adverts, no paid extras, and the details are never sold.
How long does it take?
For a household: about ten minutes to fill in, and a few minutes twice a year to keep it current.
For an administrator: an evening to get going, then about an hour every six months.
Do I need to be good with computers?
No. Everything happens in the browser, on your phone or computer. There are no passwords to remember — you log in with a link you were sent.

I have lost my link
Search your email for the sender SamV, and check the spam folder. If you cannot find it, the group administrator can create a new one in seconds.
We cannot send you the link, because we cannot tell who is asking.
Can I protect my link?
Yes. Log in and go to My household. There you can set your own code of four to eight digits. Both the link and the code are then required.
Recommended if you share a phone or computer with others.
What if someone else has got my link?
Contact your group administrator and ask for a new link. The old one stops working immediately.

Who can see what I enter?
Only the households in your own group. No other group can see you, and we do not use the details for anything else.
Name, address and phone are shown to the neighbours — that is what makes the household card useful. What you har hemma is shown only if you ticked that it may be shared.
Do I have to fill in everything?
No. Fill in what you want to share. A household with no equipment at all is still valuable to the group — knowing who lives where and how to reach them matters just as much.
Can I change my mind and leave?
Yes, at any time. Ask the group administrator to delete your household and every detail disappears. It cannot be undone.
Do you ask about illnesses?
No, never. Instead there are fixed categories for what a household may need help with — for instance that someone cannot evacuate unaided, or that there are animals needing care. We never ask why.
Can I post images on the noticeboard?
Yes. You can attach up to three images or PDFs, each at most 6 MB. Photograph directly with your phone — a tree across the road, or a notice from the council.

Where is the data stored?
On a server in Sweden. Each group is the data controller for its own details. Read more about how it is handled.
For administrators
How do I get more neighbours involved?
- Knock on doors. One conversation at the gate does more than ten mailings.
- Print the recruitment poster inside SamV and put it up in the stairwell or by the letterboxes. It contains the group code so neighbours can apply themselves.
- Raise it at the next road meeting, association meeting or street party.
- Give particular thought to the households that would struggle most in a long power cut.
What is a PACE plan?
A plan for how you reach each other, in descending order:
- P — primary, usually the mobile phone.
- A — alternate, for example hunting radio or PMR on an agreed channel and time.
- C — contingency, for example a noticeboard at the assembly point read at set times.
- E — emergency, knocking on doors following an agreed chain.
A ready-made plan exists from the moment the group is created. Adapt it to how you actually do things, and try it for real at least once a year.
What does the preparedness index mean?
A number between 0 and 100 combining how many critical resources the group covers, how many households have filled things in, whether critical skills exist, whether the PACE plan is complete and whether the cards are recent.
If fewer than 60 per cent of households have filled things in, the figure is not reliable. Fill in first, analyse afterwards.
How often should we update?
Twice a year is enough — March and September work well. Set a reminder.
A list from last winter is more dangerous than no list, because it gives false confidence.
During a crisis
Does SamV work when the power is out?
No, and we say so plainly on purpose. Without power there is no site, no wifi, and eventually no phone.
That is why the printed household card the real product of the system. Put it inside a cupboard door, and print a new one at least every six months.
How do I raise the alarm in an emergency?
Ring 112. SamV is a planning tool, not an emergency line.
If you need help from a neighbour: call, use the radio, or knock on doors following the contact chain on the household card.
Where do I find official information?
Sveriges Radio P4 on a battery powered radio is the channel that keeps working longest. The council and the national agency inform via krisinformation.se while the network is up.
